A Professional Engineer (WA State) currently employed as an energy efficiency engineer at Bonneville Power Administration, Todd has managed the development, training and application of BPA’s Measurement & Verification Protocols and Guidelines, including the Selection Guide.   The body of work provides the BPA Pacific Northwest utility customer service territory with an overview of protocols, application and reference guides and documentation for determining verifiable, reliable savings.

Todd has over 18 years of experience in energy efficiency engineering, that has included: energy audits; review, development and implementation of project measurement and verification plans; development of Regional Technical Forum (RTF) unit energy savers (i.e., deemed measures); process and impact evaluations of programs; demand response pilot projects; development and execution of Utility Energy Service Contracts; and energy efficiency program and project management at federal, agricultural, commercial and industrial facilities.

As the BPA Energy Smart Industrial (ESI) program launched in 2009, Todd and ESI third-party contractor Cascade Energy staff worked to adapt established measurement and verification techniques (IPMVP Option C and ASHRAE 14-2) to continuously measure and verify energy savings for Strategic Energy Management (SEM) projects at a constantly evolving industrial facility, aiming to provide an appropriate balance to risk and rigor.  The present results of these efforts are the BPA ESI Monitoring, Tracking, and Reporting (MT&R) Guidelines (rev 6).

Todd received his BS and MS in Mechanical Engineering from the University of Portland and University of Washington, respectively.
