EVO STRATEGIES

(Revised by the Board July 16, 2009)

Context

The widespread failure to properly value the costs and benefits of end-use efficiency projects places them at a disadvantage in the competition for capital to sustain the energy and water supply and delivery systems. As a result, vast amounts of natural resources, primarily energy and water, are being wasted. While energy efficiency is recognized as one of the cleanest, most cost effective and potentially largest ?sources? of energy on the planet, it is not usually considered a reliable energy resource so is undervalued, and thus substantially underutilized. The only way efficiency projects will be considered reliable is through their adherence to a uniform set of principles for predicting savings and then tracking performance throughout their useful life. If resource efficiency projects are to realize their full potential, energy users, service companies, consultants, utilities, contractors and financiers must adopt common technical, financial and legal standards to guide the related business transactions.

Starting in the 1990s, standardized approaches to the measurement and verification (M&V) of resource efficiency projects were developed to assist developers, energy users and financiers to quantify actual savings from their projects. Today, EVO?s International Performance Measurement and Verification Protocol (IPMVP) is the leading international standard in M&V for end-user efficiency projects and widely accessed through the Internet (www.evo-world.org).

In addition to IPMVP, EVO is currently supporting the development of other tools to enhance marketplace valuation of efficiency projects.

The Board of Directors of EVO has adopted the following Vision and Mission.

Vision

A global marketplace that correctly values the efficient use of natural resources and weighs end-use efficiency options at par with supply options.

Mission

To develop and promote the use of standardized protocols, methods and tools (EVO Protocols) to quantify and manage the performance risks and benefits associated with end-use energy efficiency, renewable energy, and water efficiency business transactions.

EVO's Values

EVO applies the following values in all its activities:

Not-for-profit and virtual to the extent possible
Not a consulting or implementation organization
Politically, geographically, commercially and technologically neutral
Centered in an ever expanding global community of volunteers and practitioners
Encourages and recognizes the value of contributions made by EVO volunteers.
Governed by an international Board of Directors supported by a small core staff
Maintains fiscal responsibility.

EVO Strategies

To move toward its Vision and Mission, the Board of Directors has adopted the following Strategies. These Strategies are not in priority sequence but are grouped under general themes.

A Maintain/Develop The Knowledge Base

    1. Maintain IPMVP and IEEFP up to date with emerging needs and relevant new concepts.
    2. Encourage development of example applications of IPMVP and IEEFP and post them on EVO?s website.

B Promotion

    3. Encourage wide understanding and use of IPMVP and IEEFP around the world for all energy efficiency projects
    4. Promote use of IPMVP concepts for energy efficiency projects seeking carbon financing.
    5. Support development of markets that properly value energy efficiency.

C Development of EVO's Infrastructure

    6. Position EVO's website as the global community for persons interested in energy efficiency to find resources and discussions relevant to EVO's Vision and Mission.
    7. Develop a sustainable "subscriber" business model that will generate sufficient ongoing revenues to enable EVO to sustain the core effort needed to achieve its Mission.
    8. Find resources for activities we identify as necessary to meet our Mission in a rapidly moving and expanding marketplace.

These Strategies will be implemented during the 2009-10 fiscal period following the EVO Action Plans 2009/10
