July 2009 EVO has identified a number of activities which it thinks should be undertaken by some entity. They require significant professional work, but cannot be funded with the current resources of EVO. EVO would be happy to encourage others in these activities, or direct them itself if it were to find adequate funding. The following are in no particular order. A. Write a CDM Methodology for end user EE projects, of much broader scope than Methodology AMS III-AE for example. Purposes are to define: a) end user energy efficiency as a project type (encompassing all forms of EE), and b) the elements of transparent conservative reporting for such. With such definition and documentation methodology, the developer and verification communities need only focus on project details. Need a partner project, maybe through an IFI or major project developer. Cooperate with IEPEC and AESP to encompass programs of activities. B. Develop default "Free Rider" and "Additionality" discount factors for typical end user EE project situations (not technologies). Such default factors could be used by project developers to offer a streamlined approach to project approval, whether under utility DSM programs or Kyoto protocol. Need to build a consensus amongst DSM professionals and possibly a different consensus amongst emission reduction project developers and UNFCCC interests. This may be two projects but they address very similar issues. C. Complete development of an advanced end user M&V training course. There is a growing interest in training beyond the current fundamentals level (Level 3). Package for delivery by mentor style personal interactions and webinar. To be delivered with various partners. D. Re-write EVO's existing Level 3 M&V training course for a new building audience. To be delivered with various partners around the world. Translate to Mandarin and ?..? E. Define prescriptive energy user M&V approaches for each IPMVP Option, at two levels of rigour each. Such addition to IPMVP would help give clarity to our general methods, and at the same time allow possibly tighter performance specification for accuracy of non-prescriptive approaches. F. Write simple guidance for policy makers on the role and techniques for "savings" "measurement." Seek out central points connected to policy makers, and undertake activities to deliver the message. Partner with program evaluation practitioners. Work with groups to which policy makers listen. G. Develop banker training for performance risk management of EE projects in specific economies. Work with local financiers to establish local practices to be embedded in core IEEFP training course. H. Develop a version of IPMVP focused on industrial applications. Partner with US DOE?s SEP program. I. Upgrade EVO's website for better functionality and use of new media, to attract and better serve subscribers. Work with site designers, and M&V experts to refine messages.
