EVO crossed two exciting thresholds this year:
We found IPMVP being understood and specified by people around the world whom we did not previously know. It is gratifying to see the fruits of our years of promotion of good M&V. It is motivating to know there is a large community interested in the knowledge base we are maintaining.
We launched the International Energy Efficiency Financing Protocol, based on banker training in Mexico. IEEFP helps nervous investors to understand performance risk mitigation strategies right from project conception. This publication is a key step towards EVO's Vision of "a global marketplace that correctly values the efficient use of natural resources and weighs end-use efficiency options at par with supply options."
We could not have reached such milestones without the generous support of our growing group of volunteers, subscribers, and in-kind supporters. Their support is central to EVO's activities on behalf of the industry.
Some other details of the July 1, 2008-June 30m 2009 period are summarized below.
Developing The Knowledge Base
IPMVP: In-kind supporters have provided Mandarin, Polish, Portuguese and Spanish translations of IPMVP Vol 1, 2007. The community has provided 33 example M&V plans for our website which we are reviewing for adherence to IPMVP. We are also working on a revision to IPMVP to enable the addition of Country Annexes which can reflect special local rules or customs.
We supported short M&V guidance, based on IPMVP, published by CEATI International, and CS2E.
We nurtured industry contacts to protect the energy efficiency community from "re-invention of the M&V wheel" by ISO, CEN, US DOE and NAESB.
Promoting Understanding
EVO ran M&V training in Beijing (2), Taipei (2), Hong Kong, Mumbai, New Delhi and Brussels. We also supported multiple M&V training courses in Canada and the United States. There are now 550 qualified individuals worldwide who have passed EVO?s exam and received the Certified Measurement and Verification Professional (CMVP) designation from EVO and the Association of Energy Engineers.
Developed trainers in Taiwan and China to supplement our trainers in USA, Canada, Australia and South Africa.
Ran detailed banker training in Mexico.
In Europe we convened a special roundtable in Brussels, and a joint workshop in Paris to engage local ideas about the best ways to promote good M&V within the European community, and more broadly. We also continued to support a project team negotiating with the European Commission to fund adaptation of IPMVP and IEEFP and training users in central Europe.
We have made IPMVP Vol I, 2007 available in printed form through an on line book store.
We have added SGS-CSTC as our Affiliate (or ?flag carrier?) in China, so we now have on the ground representation in two major markets: China and India.
We encouraged the North American Energy Standards Board to use IPMVP terminology where appropriate in its protocol for quantifying the impact of utility demand response programs.
Addressing Carbon Markets
To help carbon markets understand how the energy efficiency industry "measures" "savings" we have networked with numerous organizations: CEN-CENELEC Sector Forum for Energy Management, Clinton Climate Initiative, International Energy Agency, Alliance to Save Energy, World Bank, UNFCCC CDM Methodology Panel. A general theme has been to promote IPMVP as the core of the only ?methodology? needed for all types of end user measured energy efficiency projects.
EVO supported a private developer launching a voluntary Carbon trading system in its draft EE/GHG Methodology. This methodology has yet to see the light of day. However it has been taken up for potential use in the Alberta Offsets System.
Building the Community
We upgraded our subscriber forum to a public blog to encourage wide dialogue. We regularly feed the blog with seed topics to inspire debate, and have found some interesting ideas surfacing.
We are beginning to find new major supporters outside USA, EDF being the first subscriber amongst several looming prospective European utilities. We also created ways for small firms to show their support to EVO's Mission. Our other corporate subscribers are BC Hydro, Bonneville Power Administration, CEATI International, Conzerv, Direct Energy Marketing Limited, Energy Foundation, EU.BAC, HEP-ESCO, Itron, Johnson Controls, NAESB, Nexant, NYSERDA, Ontario Power Authority, Quantum, Sacramento Municipal Utility District, San Diego Gas and Electric, Southern California Edison, Summit Blue, Taiwan Green Productivity Foundation and SGS-CSTC.
We expanded our Board's horizons by adding a member from France, UK and a second from China.
EVO has come to this juncture with the support of many. We see a "tsunami" on the horizon as energy efficiency is finally widely recognized to be important. EVO's challenge is to ensure that new believers appropriately understand the knowledge base we represent, so they:
properly express both their energy savings objectives and their results, and
don't "re-invent the wheel" with other M&V protocols inconsistent with EVO's IPMVP.
For 2009/10 we need more support, in cash or kind, (see Ways to Support EVO?s Mission), to:
meet the growing need for recording and promoting good practice, and to
reach out to senior officials to ensure new energy efficiency activities are conceived in suitably measureable ways.
