Energy efficiency is increasingly being incorporated as an element of emission reduction strategies. This paper provides an overview of the opportunities and challenges associated with incorporating energy efficiency into greenhouse gas emission reduction programs. It is intended as an introduction to the 2006 ACEEE summer study roundtable on this topic. Background is provided on GHG issues associated with energy efficiency and example programs that utilize efficiency as an emissions reduction strategy. In addition, the paper points out some barriers and provides options and recommendations for reducing these barriers. |

As efforts to mitigate global climate change intensify, opportunities for using energy efficiency as a means for reducing greenhouse gas (GHG) emissions are attracting a great deal of attention. In particular, there is interest in establishing guidelines for verifying emissions reductions for use in emerging GHG markets and/or other institutional mechanisms. This presents several new challenges for practitioners in energy efficiency evaluation and reporting. Meeting these challenges will necessitate a new level of collaboration between the energy efficiency evaluation and the GHG accounting fields. This paper is designed to introduce professionals who have been primarily involved with energy efficiency to concepts and current issues in GHG accounting and reporting. |

The Greenhouse Gas Protocol Initiative (GHG Protocol) is a multi-stakeholder partnership of businesses, NGOs, governments, and others convened by the World Resources Institute (WRI) and the World Business Council for Sustainable Development (WBCSD). Founded in 1998, the Initiative's mission is to develop internationally accepted accounting and reporting protocols for corporate emissions inventories and greenhouse gas mitigation projects and to promote their use by businesses, policy makers, NGO's and other organizations. It consists of two GHG accounting modules - the GHG Protocol Corporate Accounting and Reporting Standard (?Corporate Standard?) and the GHG Protocol for Project Accounting (?Project Protocol?) - plus related tools and outreach activities, |

The Renewable Energy and Energy Efficiency Partnership (REEEP) and the Renewable Energy Policy Network for the 21st century (REN21) have launched reegle, a new ?information gateway? designed to ensure a better information flow and to facilitate the understanding of the roles and activities of the many different initiatives and opportunities in the sectors of renewable energy and energy efficiency. |
